1. 招标条件
本招标项目GCNS镍铁厂5#、6#、8#电炉大修项目，项目业主为印尼广青镍业有限公司，建设资金来自企业自筹，招标人为印尼广青镍业有限公司。项目已具备招标条件，现对本项目进行公开招标。
2. 项目概况与招标范围
2.1建设地点：印度尼西亚共和国（以下简称“印尼”）中苏拉威西省MOROWALI县（东经122度、南纬2至3度之间）；
2.2建设规模：印尼莫罗瓦利工业园区GCNS镍铁厂。
2.3工期：9个月。
2.4招标范围：印尼莫罗瓦利工业园区GCNS镍铁厂5#、6#、8#电炉大修项目，包含电炉及非电炉板块的拆除、安装、新建工程等。
2.5标段划分：划分为1个标段。
3. 投标人资格要求
3.1 资质要求：投标人应为印尼合法注册成立的有限责任公司（PT），持有合法有效的营业执照，经营范围涵盖设备维修相关服务或具有印尼相关部门/组织颁发的相关建筑施工资质证书。
3.2信誉要求：投标人应按本招标公告附件1要求的格式和内容提交《投标人声明》；
3.3其他要求：本次招标不接受联合体投标。
4. 招标文件的获取
4.1凡有意参加投标者，请于2025年6月12日00时00分至2025年6月18日17时00分（北京时间，下同）登录广新集团一体化数字交易平台（简称“新易采平台”，网址：gdghg.ebidding.com）进行投标登记及获取招标文件，具体详见招标公告附件2《获取招标文件操作说明》。
4.2投标人获取招标文件前应在新易采平台（gdghg.ebidding.com）办理好企业信息登记，办理方法详见新易采平台的电子招投标操作说明。
5. 投标文件的递交
5.1投标文件递交的截止时间（投标截止时间，下同）为2025年7月2日10时00分，递交投标文件采用线上的方式，投标人应于投标截止时间前通过广新集团一体化数字交易平台上传加密的电子投标文件。
5.2逾期上传的投标文件，电子招标投标交易平台将予以拒收。
如果电子投标文件在递交投标文件截止时间前未能上传完毕，该电子投标文件将视为放弃投标。
5.3开标时间：2025年7月2日10时00分。
5.4开标地点：本项目在新易采平台（gdghg.ebidding.com）实行线上开标，投标人无须前往招标人会议室集中进行。
6. 发布公告的媒介
本次招标公告同时在广新集团一体化数字交易平台（gdghg.ebidding.com）、印度尼西亚日报（www.harian-indonesia.com）发布。

This bidding project, Major Repair Project of Furnaces 5#, 6#, ａｎｄ 8# ｉｎ GCNS Nickel-Iron Plant, is owned by PT Indonesia Guang Ching Nickel and Stainless Steel Industry（hereinafter referred to as " GCNS "）. The construction funds come from corporate self-raised funds, ａｎｄ the Tenderee is GCNS. The project has met the bidding conditions ａｎｄ is now open for public bidding.

3. Bidder Qualification Requirements
3.1 Qualification Requirements
The bidder shall be a legally established ａｎｄ duly registered Limited Liability Company (PT) ｉｎ Indonesia, holding a valid business license. The companys scope of business must encompass equipment repair services, ｏｒ it must possess a relevant construction work qualification certificate issued by the competent Indonesian authorities/organizations.
3.2 Reputation Requirements
The Bidder should submit the "Bidder Statement" ｉｎ the format ａｎｄ content required ｉｎ Attachment 1 of the bidding announcement.
3.3 Other Requirements
Joint venture bids are not accepted for this tender.
4. Acquisition of Bidding Documents
4.1 Interested bidders should register ａｎｄ obtain bidding documents through the GuangDong GuangXin Holdings Group Ltd. Integrated Digital Trading Platform (hereinafter referred to as "Xinyicai Platform", website: https://gdghg.ebidding.com/gdgx) ｂｅｔｗｅｅｎ 00:00 on June 12, 2025 ａｎｄ 17:00 on June 18, 2025 (Beijing time, same below). 4.2 Before obtaining the bidding documents, bidders should complete enterprise information registration on the Xinyicai Platform (https://gdghg.ebidding.com/gdgx). Please refer to the electronic bidding operation instructions on the Xinyicai Platform for the registration method.
5. Bid Submission
5.1 The deadline for bid submission (hereinafter referred to as "bid deadline") is 10:00 on July 2, 2025. Bids should be submitted online. Bidders should upload encrypted electronic bids through Xinyicai Platform before the bid deadline.
5.2 Bids uploaded after the deadline will be rejected by the electronic bidding platform.
If the electronic bid fails to be uploaded completely before the bid submission deadline, it will be considered as bid withdrawal.
5.3 Online bid-opening Time
10:00 on July 2, 2025.
5.4 Bid Opening Location
